Following identic telegram is being sent by representatives in Peking to their respective

governments.

As regards arms embargo Corps Diplomatique unanimously approved of Washington formula "arms or munitions of war whether complete or in parts" but they could not agree on any modification of that language for the purpose of extending or strengthening prohibition. They unanimously agreed however to submit to their respective governments the following interpretation of note namely:-

"This is understood to include aircraft other then commercial aircraft and machinery and materials destined exclusively for manufacture of arms or

equipment of arsenal".
